The word Jihad, literally, means to struggle or strive, or to work for something with determination. It does not mean war. The Arabic word for war is Harb and the word for fighting is Qital.
Where an Islamic State goes on Jihad, the ruler can only declare Jihad and execute it when there are aggressive designs against Isalm; and there are concerted efforts to eject Muslims from their legally acquired property and that military campaigns are being launched to eradicate them.
