It is not permissible for a woman to recite anything from the Qur’an during her menstruation

It is haram to recite Qur’an for a woman during her menstruation (hayd) and postnatal bleedings (nifas).

Rasulullah (saw) said:

“The menstruating and junub are not allowed to read anything of the Qur’an.” (Ibn Majah)

Also Ali (r.a) said:

"Nothing could keep prophet of Allah away from reciting Qur’an except being Junub." (Abu Dawud, Nasai, Ibn Majah)

Accroding to these hadiths most of the Muslim Ulama said that a woman cannot recite even an ayah from the Qur’an with the intention of reciting Qur’an. At the same time they cannot write the ayah of the Qur’an. Tourah, Injil (Bible) and Zabur are in the same condition as the Qur’an. (Abn-I Abidin, Hashiyah Raddu’l Mukhtar)

There are other alims declaring a different view on this issue:

Tahtawi said that on condition that the part they wish to recite from the Qur’an is less than an ayah then is permissible to recite for a woman during her menstruation and a person in Junub condition.
According to Maliki Madhab there is no forbiddance for woman who is menstruating and having postnatal bleeding reciting a limited part from the Qur’an. (Islamic Fiqh Encyclopedia)

It is a necessity to be completely purified from any dirt in order to hold the Qur’an and recite it and to perform prayer standing before Allah the Almighty. That’s why it is not permissible for a woman who is having postnatal bleeding and menstruating to perform prayers, fasting, reciting Qur’an and holding it. (Great Islamic Fiqh, Ömer Nasuhi Bilmen)

The provision is as the following according four madhabs:

According to Muslim Ulama and Hanafi, Shafi, Hanbali madhabs a woman having postnatal bleeding and menstruating cannot recite the Qur’an ayahs.

According to Imam Malik it is permissible to recite since a woman on menstruation is excused and in need of reciting. But once she stop bleeding then she cannot recite until she does ghusul. (Zuhayli, Al Fiqhul Islam)

It is not haram to recite dua ayahs with the intention of making dua. Ulama say that it is permissible to recite dua ayahs with the intention of making dua.

A woman during her menstruation cannot recite even an ayah from the Qur’an with the intention of reciting Qur’an. But reciting dua ayahs with the intention of making dua is an exception. (Great Islam Fiqh, Ömer Nasuhi Bilmen)

Fatiha can be recited with the intention of making dua. Also some other ayahs similar to duas can be recited with the intention of making dua. For example: رَبَّنَا آتِنَافِي الدُّنْيَا حَسَنَةً وَفِي الآخِرَةِحَسَنَةً وَقِنَاعَذَابَ النَّارِ
And also a person can say "Alhamdulillah" upon hearing good news. And اِنُّاللُّهِ واِنُّااِلُيْه رَاجِعوُن can be said upon getting bad news. (Ibn Abidin, Hashiyatu Raddil Mukhtar)
